Close Calls: Improving Safety Across the National Airspace System

In testimony before the Senate Commerce Subcommittee, ALPA President Captain Jason Ambrosi emphasized that while U.S. aviation remains highly safe, recent fatal accidents and rising “close calls” highlight urgent gaps that require action. He pointed to preventable incidents in 2025 and 2026 as evidence that stronger safeguards are needed, including wider deployment of surface detection systems, modernization of air traffic control infrastructure, and improved staffing. Capt. Ambrosi outlined several recommendations for the Committee: 

  • Enact the ROTOR Act's integrated ADS-B In mandate.  
  • Rapidly expand surface surveillance and runway lighting systems.  
  • Close the military ADS-B Out loophole.  
  • Accelerate air traffic control modernization.
